The United Kingdom and the United States have finalized a major trade agreement that will keep no import taxes on British pharmaceutical exports entering the American market.

Key Provisions of the Pact

As part of the deal, the UK has pledged to boost expenditure on medicines through the public health system. This commitment guarantees that tariffs on these crucial exports will remain at zero for a duration of 36 months.

This development follows previous warnings to hike duties on patented pharmaceutical imports, with figures discussed up to 100%.

"This deal with the UK bolsters the international landscape for new treatments and establishes much-needed equity to U.S.–U.K. drug exports," an announcement noted.

Trade Importance

Drugs represent one of the UK's most significant goods shipped to the America, which is by far the biggest buyer for major British pharmaceutical firms.

Export figures indicate that in the year prior to the third quarter, the UK shipped drugs totaling £11.1bn to the US. This amount accounted for 17.4% of total UK exports in that span.

"This agreement safeguards employment, increases capital expenditure and facilitates the UK to become a international leader for life sciences," a government official stated.

Detailed NHS Changes

The deal includes several key pledges from the UK:

  • Price Threshold Increase: The UK will lift the affordability limit at which it judges new medicines to be prohibitively costly by 25%.
  • Increased NHS Spending: There is a target to increase overall public funding on drugs from 0.3% of Gross Domestic Product to 0.6% over the next decade.
  • Payback Limit: The amount drug companies must pay back to the NHS to stay within budget will be restricted at 15%. Previously, rebates topped 20%.

Industry Background

The pact takes place against a ongoing row between the drug companies and the UK government over spending levels and NHS adoption.

This friction were exacerbated by assertions that American consumers were paying a premium for the same drugs than people in the Britain and the EU.

Recently, several significant manufacturing plans in the UK have been halted or scrapped, while substantial expansions have been directed toward US facilities.

A senior figure acknowledged that the NHS must increase expenditure on drugs, noting that its expenditure on drugs had declined as a proportion of its overall budget over the past decade.
